Monitoring & Evaluation

Objectives:

The SFD Monitoring and Evaluation (M&E) system was launched in 2002, and it serves two objectives:
- Accountability before the government of Yemen and the donor agencies;
- Learning and development

Key Sources of Data:

The SFD management information system (MIS):


•Provides information on the inputs and outputs of each sub-project and tracks its progress.
•Fulfils the following functions: (1) Reporting and analysis; (2) Monitoring management and decision-making; (3) Financial and procurement management; (4) Consultant database.
•Some of the SFD programs with special nature require sub-systems for detailed data and information such as SMED, RALP and LIWP.

Field-visit project surveys:


•SFD M&E Unit conducts field visits to selected projects’ sites – mostly completed projects – to report on the outcomes at the facility level and to use the information for its internal monitoring reporting.
•Regular follow-up of projects before, during and after implementation: conducted by project officers and heads of units to take corrective actions

Evaluation surveys:


•Impact evaluations conduced every three years: comprise of quantitative, qualitative and institutional assessment. The quantitative study covers a sample of SFD HHs and communities in five sectors: education, health, roads, water and microfinance.
•Specific surveys : Impact evaluation surveys for two of SFD newly established programs, viz. RALP and LIWP.

External database


- Provides data at the national level from various sources:
•1994 and 2004 Census;
•1998 and 2005 HH Budget Surveys;
•2004 Agricultural Census;
•2007–10 Educational Facility Survey;
•1999 National Poverty Survey.
 

Key Outputs:

Generate instant reports to donors on the physical and financial progress and other various indicators requested;


• Prepare semi-annual reports and provide the joint donor missions inputs to complete the Aide-Memoire;
• Utilize the data to draft an internal quarterly monitoring reports for the SFD management and staff on the status of SFD overall operations.

Evaluation reports:


• Impact evaluation reports every three years, which provide information on the efficiency and the benefits generated by SFD interventions;
•Institutional assessment reports every three years, starting 2006, to review the processes that are used by SFD, which may contribute to build governance structures at various levels through service delivery and organizational capacity development program.
•Various reports on assessments for key issues that may emerge or reports of special programs evaluations
